PUBLIC INFORMATION UNDER ARTICLE 16 OF THE REGULATION ON THE PREVENTION AND REDUCTION OF THE EFFECTS OF MAJOR INDUSTRIAL ACCIDENTS

2. Notification System of the Ministry of Environment and Urbanization:
Our facility complies with the provisions of the Regulation on the Prevention and Reduction of the Effects of Major Industrial Accidents and has duly completed the notification as required under Article 7, using the Ministry of Environment and Urbanization's notification system (BEKRA NOTIFICATION SYSTEM). As our facility is classified as an upper-tier establishment, a safety report has been prepared in accordance with Article 11 of the same regulation. Additionally, a "Major Accident Prevention Policy Document (MAPP)" has been prepared as per Article 10.

3. General Information About the Facility:
Our facility operates with a storage capacity of 10,308 cubic meters of fuel in Körfez District, Kocaeli Province. The primary products stored at the facility include diesel and gasoline. Products are transferred to our facility via refinery-connected pipelines and road tankers. The transferred products are stored in our tanks, quality controlled as per relevant regulations, and loaded onto road tankers using sales pumps and pipeline systems for dispatch to relevant points. All controls are meticulously conducted during these stages.

4. Chemicals Present at the Facility and Activities Conducted:
Our facility is subject to the provisions of the Regulation on the Prevention and Reduction of the Effects of Major Industrial Accidents. The diesel and gasoline chemicals stored in tanks are classified as flammable, highly flammable, irritant, health-affecting, and environmentally hazardous. The names and properties of hazardous chemicals are detailed on the Hazardous Substance Intervention Card as required by Article 6 of the regulation.

In compliance with the Regulation on the Prevention and Reduction of the Effects of Major Industrial Accidents, Hazardous Substance Intervention Cards for each scenario-planned chemical (diesel and gasoline) are prepared and will be sent as recommendations to emergency service providers, including the provincial disaster and emergency directorate, provincial health directorate, affiliated municipality, and/or fire department to ensure up-to-dateness. In case of changes in the information on the hazardous substance intervention card, it will be updated within a month following the change and resent to relevant institutions.

Our facility has taken all preventive and limiting safety measures for all major accident scenarios under the regulation. These measures include all types of design (standard compliance), Basic Process Control Systems (safety valves, etc.), Process Alarms (level alarms, etc.), Physical Protections (tank pools, barriers, etc.), fire extinguishing, and gas detection systems.

Physical Protections: In case of an emergency fire situation, our facility has a firewater tank with an 800 m³ capacity that constantly remains full to supply the pump system. Additionally, there are 7 fixed fire monitors. The facility also has 58 various-sized fire extinguishers, 23 fixed fire hoses connected to the water pipeline within the facility, and 11 fire cabinets located in various areas.

5. Emergency Action Plan at the Facility:
Our facility has prepared an Emergency Action Plan to be used in the event of a major accident and conducts drills under the supervision of fire and health organizations at regular intervals based on prepared scenarios.

By establishing effective communication with emergency services, including firefighting and ambulance services, that are expected to participate in the scenarios created within the organization, the drills and informative activities under the regulation ensure that the emergency service providers are familiar with the facility.

5.1. Information on Major Accident Scenarios and Control Measures:
The hazardous properties of the chemicals present at the facility are physical, health-related, and environmental. The risks associated with these chemicals include fire, explosion, and toxic release. Risk assessment studies have evaluated the adequacy of related measures, and additional measures have been taken when necessary to reduce risks to an acceptable level.

5.2. Statement on the Facility's Arrangements to Deal with Major Industrial Accidents:
To prevent major industrial accidents and minimize potential damages to people and the environment, a high-level, effective, and continuous protection "Safety Management System" has been established. This includes organization and planning, including contact with emergency services.

Körfez Marmara Fuel Storage Inc. has adopted health, safety, security, and environmental management as an integral part of its operations, embracing the following principles:

  • Compliance with applicable laws, national and international standards, and regulations.

  • Continuous education to raise awareness among all personnel about health, safety, security, and environmental issues.

  • Conducting risk assessments to take measures for hazards and accidents.

  • Setting annual HSE goals and objectives, continuously reviewing the system, and pursuing continuous improvement and enhancement.

  • Maintaining worker health and safety at the highest level by using environmentally friendly technologies.

  • Following scientific and technological innovations,

  • Utilizing methods to prevent environmental pollution.
